Dividing the loot

Just like jueteng which has allotted certain percentage for government and police officials, the proposed Small Town Lottery has also an allotment for the officials, Archbishop Oscar Cruz said, quoting sources from the Philippine Charity Sweepstakes Office.
 He said under the proposed scheme, the mayors will get 10 percent, the police, five percent; the governors, five percent; and the congressmen; 2.5 percent.
 But the STL has other expenses such as 7.5 percent for PCSO, 10 percent for the bet collectors; 2 percent for the cabos (head of collectors), taxes, printing and others.
 "If you add all the expenses,  that would be 55 percent; so only 45 percent will be left for the winners, if there are. I don't think STL will be palatable for the operators since it won't earn much for them," he said.
 In addition, two government officials close to Malacanang are asking for one percent each,  he said.
 The STL under former President Corazon Aquino had a total of 37 percent yet it closed shop because of the expenses, he added.
 In contrast, jueteng operators gave only 20 percent for "protection" thus they are pocketing bigger money from that illegal game.
 The prelate alleged, too, that STL has the same jueteng structure from the financiers to the collectors. "It has the same beneficiaries in the persons of certain known officials and authorities, but most censurable of all, it exploits the same poor people and enriches the same already wealthy known characters," he said.
  Cruz explained that the operators cannot survive because of the expenses thus it will use jueteng as a backup.
 "Jueteng only pays 20 percent from its total take in favor of its protectors,"
 He also said that STL has many legal niceties, intricate safeguards and provisions.
 "This is just another big joke from the administration. The standing truth is that the executive department is not known for implementing laws, no matter how well crafted these are," Cruz added.
 A critic of the Administration, Cruz said it is leaving no stone unturned in the feverish search for funds -no matter where, no matter how. "And it is not the least surprising that resources is taken to the already well-proven billion source of funds -gambling," he said.
